Operations Plan
Our Operations Plan focuses on maintaining and managing production services on the broadband network. Key to this strategy is developing a Network Operations Center (NOC). The NOC oversees network monitoring, service provider integration, order fulfillment, customer support, and direct management of network incidents. NOC activities also include performance reporting, network maintenance, quality management, and continuous improvement functions. Other operational services include:
- Operations Support and Readiness: Service providers and their products/services for transport over the network are prepared and integrated into the overall framework relating to customer support, order management, incident management, problem management, billing, services, quality/SLA management, and other areas necessary to support a product/service.
- Service Delivery: The end-to-end delivery of services, including executing the sales order, order processing, order validation, order fulfillment, and service validation are verified. Processes may also be expanded to address specific service issues and ensure their resolution.
- Service Assurance: The availability and quality of the service must be maintained and improved through the product life-cycle. We track and manage incident resolution through the use of NOC and proven trouble-ticketing systems. Reports from the trouble-ticketing system will identify and prioritize recurring issues and guide them through our standard problem management processes.
The maintenance of the broadband infrastructure is critical to ensuring minimal outages and a long-term, sustainable network. We can define a maintenance approach with the use of qualified work crews, recommend a partner, or serve as the troubleshooter/dispatcher and facilitate outside plant maintenance as needed. Our strategy uses a system of notification, tracking, and execution for infrastructure maintenance.
- Maintenance Contracts: Through regular competitive bidding, we create, execute, and manage maintenance contracts with a number of contracting companies who can perform all needed network maintenance, including outside plant maintenance. These companies include large and small excavation contractors, aerial crews, fiber optic splicing/testing and specialty contractors as needed.
- Project Tracking: Maintenance projects require detailed tracking and documentation to ensure the accuracy of the infrastructure over time. This documentation includes updated as-built information, global positioning system (GPS) updates, field production reports, etc.
- Contractor Billing: We provide billing review and support for contractor billing of maintenance projects. By utilizing project tracking and project management documentation, we are able to ensure that all contractor billing is accurate and complete.
- Budget Forecasting: Network maintenance costs are often under-budgeted or overlooked. By organizing OSP maintenance policies, procedures, and processes, we provide accurate on-going maintenance needs and budgets to network owners.
